Technical Cooperation and Strengthening Coordination
for Blue Economy Activities

MEMORANDUM OF UNDERSTANDING
BETWEEN NOAA’s
NATIONAL OCEAN SERVICE
AND CANADA’S OCEAN SUPERCLUSTER

In September, 2024, the U.S. National Oceanic and Atmospheric Administration’s National Ocean Service (NOS) and Canada’s Ocean Supercluster (OSC) will sign the Memorandum of Understanding (MOU), “To Collaborate on Technical Cooperation and Strengthening Coordination for Blue Economy Activities."

This MOU will formalize the relationship between these two organizations and explore joint objectives towards the advancement of a sustainable ocean economy, including the use of ocean resources for economic growth, improving livelihoods, and creating jobs, while preserving the health of the marine and coastal ecosystem. The results of these joint projects will ultimately work to develop, grow, and measure the societal, economic, and environmental benefits of the Ocean Enterprise.

Efforts between NOAA and OSC will focus on areas of mutual interest, including:

Convening to develop greater connections in the advancement of the sustainable ocean economy in both countries through joint activities including information exchange between science and technology companies, academia, and government programs including potential US-Canada collaboration in the area of climate ocean solutions specifically.

Knowledge sharing and technical information exchange, including related to green shipping, ocean observing systems, Artificial Intelligence and other research and development topics to be determined by the parties.

Workforce to: (1) share best practices in building an ocean career pipeline; and (2) support U.S.-Canada exchange of information regarding blue technology workforce needs related to ocean careers.

Other possible joint activities focused on the advancement of U.S.-Canada cooperation in the sustainable ocean economy to be determined by NOS and the OSC.
